A Guide to Papillon Forms

A well-planned community, Papillon is governed by our Declaration, Articles of Incorporation, By-Laws and Rules & Regulations, certain rules, and by-laws of The Meadows Community Association and, of course, Sarasota County and the State of Florida statutory requirements. While the process of securing the appropriate approvals may lengthen your project, these rules are in place to protect your own and your shared investment in Papillon.

There are a series of form included in this section of the Papillon website.  The following is a primer to their use.

  1. So, you want to make a change to the exterior of your unit.   Many residents are electing to change their windows, glass in the screened lanai, update the front entrance screen door, replace the garage door or add a water softener.  Before you agree to purchase any of these items, a few approvals are required.
    1. The Meadows: You will need to complete the MCA Application for Architectural Review -  Special Projects (below) and submit this form to the MCA. Detailed diagram and description of the replacement item are to be included with this form.
    2. Papillon: While there is no additional form from Papillon, the Board President or Vice President must authorize your request prior to submitting the form to MCA.  Papillon rules are clear in this regard to what materials that can be used.  Please refer to the Rules and Regulations( located on the Home Page under Official Documents) for specifics on color and appearance.
    3. Sarasota County: Building permits are generally required.  Of note, the County generally requires Impact Resistant windows.
  1. Installing new HVAC. Same process as #1.  Again, a permit from Sarasota County will be required along with the approval from The Meadows (Papillon as a signatory).
  1. Landscaping in the Limited Common Use Areas: A separate document details the steps required to undertake landscaping adjacent to the unit.  The rules are in place to protect all.  Please review the process in detail before visiting your garden center or hiring a landscaper.
  1. Planting in Common Areas:  Planting in common areas, be it a garden or a single plant, is broadly prohibited at Papillon.  The sole exception is sponsored gardens as approved by the the Landscape Committee, Papillon’s Landscape Designer, and ultimately the Board.  The protocols governing the Sponsored Garden programs are detailed under ‘Forms and Information’ on the website.
  1. Papillon Sale & Lease Applications: Both the sale or rental of your unit require approval from the Papillon Board.  Of particular note, rentals must be for a minimum of 3 months and are limited to 2 rentals per unit per year.  This will be strictly enforced and without exception. The Lease application along with a copy of the lease must be submitted to the Board for approval  The Sale and Lease Applications are attached below.

  2. Overnight Parking of Special Vehicles: The Meadows Community Association has established rules regarding the overnight parking of special vehicles including, but not limited to, dumpsters, pods, trailers and trucks.  At no time can these vehicles be parked overnight on roadways in The Meadows or at Papillon.  Special approval is required to place these in the limited common use driveway in front of your home.  A copy of the form to be submitted to MCA is included here.
